A town will need a place to store materials. It would just not do to have garbage sitting out along the streets. The town has waste disposal areas for this material. Also factories use storage. If a factory like SAPPI makes a material that is toxic then it has toxic waster storage facilities to put this waste in. If you are making sneakers and you are using leather it is convenient to have a room where extra leather is stored until it is needed. If would be extremely inconvenient to have to go out and kill a cow to make leather every time you needed to make a pair of sneakers.
Cells also have to be able to store wastes and extra materials. These cell storage areas are called vacuoles. But cells have a problem that a town or city does not. When an organelle inside of a cell stops working correctly or the cell itself dies there must be a way of getting rid of the organelle or the cell to make room for a replacement. There are special storage structures that have this function in cells. They are called lysosomes.
