and No. Licensed
dealers are required to do background checks but there is no restriction
against private sellers selling at gun shows and they are not required
to run background checks.

-State police do not but federal NICS do.

Is a license or permit required to buy handguns? No

Are there any restrictions regarding minors possessing guns? No There
are age limits for selling/transferring guns but the penalty would be against
the seller, there are no restrictions on possession. In other words, you can't
buy, inherit, or be given a gun if you are under the age of 18 (16 for long guns)
but you can possess one. Not the clearest of laws.
May the police limit carrying concealed handguns?
Yes only because there is one little exception.
The applicant must be "of good moral character",
a restriction that does allows police to deny a ccw permit when there
is no prior conviction.
